(Introduction)

About thirty three years ago the president of the Conestoga Neighborhood Association, Robert Manual, and the director of the Greater Omaha Housing and Development Corporation (GOHDC), Bill Moore, in association with the City Planning Department Director, Charlie Hill came together to initiate the construction of a new housing development in North Omaha. The area was one of the impoverished in North Omaha.

A non-profit organization, GOHDC had assistance with funding and development from a group of 21 banks in Omaha and was formed to proceed with the projects to build up impoverished areas of Omaha.

A group of 14 neighborhood associations, one of which is Conestoga Neighborhood Association, was under an Umbrella corporation called North Omaha Community Development(NOCD). During the late 1970's, NOCD was extremely helpful in obtaining Community Development Block Grant money to be designated to projects in the North Omaha area. The grant monies were very significant in the contribution towards the purchase of property and the groundwork of the location that would be called Conestoga Place Housing Development.

The three men, Robert Manual, Bill Moore, and Martin Skukert, the new Planning Director, moved forward to get the final plans underway for the housing development of Conestoga Place, on 9½ acres and consisting of 38 new homes to be constructed in North Omaha.
